Williams was born in Lynwood, California, to Richard Williams and Oracene Price.

His talent was seen at the age of seven when a local professional tennis player named Tony Chesta spotted Williams and quickly identified his talent.

The Williams family moved from Compton, California, to West Palm Beach, Florida, when he was ten years old, so Venus and Serena were able to attend Rick Macci's tennis academy, paying attention to the sisters and who will provide additional training. He does not always agree with Williams's father but respects that "he treats his children like children, lets them become little girls". Richard stopped sending his daughter to a national junior tennis tournament when Williams was eleven years old, because she wanted them to do it slowly and focus on schoolwork. Another motivation is race, as he allegedly heard parents of other players belittling Williams sisters during the tournament. At the time, Williams held a 63-0 record in the junior tour of the United States Tennis Association and was ranked No. 1. 1 among players under 12 in Southern California. In 1995, Richard pulled his daughters out of Macci's academy, and from then on took over all the training in their homes.
