The Oregon Team Motorcycle Safety Program , known as Oregon Team , is a US-Oregon, Oregon-based motorcycle safety partnership between the Oregon Department of Transport (ODOT) and Oregon State University. Led by Steve Garets, funded by ODOT through a motorcycle license fee and student tuition fee. The Oregon Team training materials have been used in other states, including Idaho and Illinois, and it is the only official motorcycle safety program in Oregon. The program started in 1984.

Overview

Since Oregon implemented the Oregon Team Motorcycle Safety Program, motorcycle deaths have been reduced by 50%. However, motorcycle mortality rates are rising in both Oregon and nationally. The Oregon Team Position, as well as the Oregon Department of Traffic Safety Division, is that riders' assessments and skills are essential in avoiding motorcycle accidents and deaths. About 70% of Oregon riders receive training through the Oregon Team.

The Oregon team is nationally recognized through the Motorcycle Safety Foundation (MSF) and is sponsored by the Oregon Traffic Safety Commission. In December 2006, the Oregon Team and Oregon State University were sued by the Motorcycle Safety Foundation for copyright infringement in the United States District Court for the Central District of California. The Oregon MSF team allegedly used their material to develop their own programs. The Oregon and MSF teams settled the lawsuit out of court in December 2008.

Some training programs are sponsored through local universities, including Lane Community College, Chemeketa Community College, and Portland Community College.

The Oregon team supports the 2009 Oregon Senate Bill 546, which was introduced by Senator Vicki Walker, which requires compulsory motor education prior to endorsement. The bill was signed into law on July 23, 2009 by Oregon Governor Ted Kulongoski and will be fully phased on January 1, 2015. Walker is an avid motorcycle rider who is sponsoring bills to stem the rise of Oregon motorcycle deaths.

Student profile

In 1993, about 1800 students received motorcycle training per year. In 2001, 89% of the 5044 students enrolled in a 16-hour basic skills upgrading course. Of these students, 70% were male (compared to 87% of motorcycle riders supported), and 85% of students completed the program. Student tuition is $ 95, and the cost for the Oregon Team to train one student is $ 135. In 2008, the Oregon Team taught 8,000 students per year. In 2011, the tuition fee for BRT was $ 179.

Program

Classes often occur in parking lots, such as on campus and school, except for the most advanced classes, which use go-kart tracks.

The Basic Rider Training (BRT) is a 15-hour course for novice riders. The course runs for three days and provides seven hours of classroom instruction and eight hours of on-cycle instruction. Motorbike and helmet training is provided. For individuals with no riding experience, BRT is a recommended course, with 89% of all students applying to the BRT. This is required by law for all new riders.

The Intermediate Rider Training, known as IRT, is a full day training program for students 21 and over who are familiar with motorcycles, but who need more practice, evaluation, and guidance to be comfortable and safe on the road. It consists of four hours of classroom instruction, and four hours of on-cycle instruction.

Starting January 1, 2013, the Oregon law requires new motorcycle support applicants under the age of 51 to successfully complete the Oregon Team IRT or BRT classes. On January 1, 2014, age will rise to 61; and on January 1, 2015, all new support applicants must meet the requirements. Persons moving to Oregon from outside the country who already hold motorcycle approval do not have to comply with these requirements.

The Rider Skills Practice, known as RSP, is a half-day exercise (5 hours) in range to tune the rider's skills. It is recommended that a student has 3000 miles of on-road bike experience recently.

The Advanced Rider Training, known as ART, is aimed at motorists who have at least 12,000 miles of driving experience on the streets. It consists of two-hour class sessions and 4-5 hours of on-track education. As ART takes place on the go-kart track to teach higher-speed riding skills, ART is taught only at Pat's Acres in Canby and in Medford.

Results

The Oregon team is recognized as "the best in the country" in an American Research Institute 2004 study sponsored by the National Highway Traffic Safety Agency. The study identifies three "best practices" in the field of program administration, rider education, and licensing. Oregon received a score of 24, versus an average score of 14.6 with a standard deviation of 4.9.
